While the goal of Wings of Refuge Family Service Agency is to reunite biological families, there are times when this is not possible. This service enables prospective families to receive a history of the psychosocial development and needs assessment of the child; and provides services that empowers, educates and trains families to maintain stability of their new family. Wings of Refuge’s Foster Adoption (“Fost/Adopt”) Services focus its efforts on finding permanent homes for court-dependent children who are not able to be reunified with their birth parents or birth family, or birth relatives by law.

All children deserve a family where they can grow up feeling safe, loved, secure, and attached; with positive dreams of the future. Permanency is paramount to children’s success, especially since they have experienced trauma and the loss of their birth families. Wings of Refuge is committed to providing children with a family where they can plant their roots and grow to fulfill their potential purpose.

By definition, this type of adoption is “cooperative”. As we work directly with social services throughout the counties we serve, we maintain oversight of the children. Wings of Refuge’s Fost/Adopt Program recruits adoptive families, conducts full assessments of these families and their needs so that we are able to facilitate the matching and placement process. The child and family are supported by Wings of Refuge staff, which assists the family and child through the transition phase and beyond. Once an adoption is finalized, Wings of Refuge continues to provide relevant resources to the family at pivotal age developments (teenage years) on an “as needed” basis, through support groups, individual treatment and therapy and referrals and linkage to community resources
